Tiverton Eastern Urban Extension (EUE): public asked to comment – UPDATED

Following a consultation with residents Mid Devon District Council’s Cabinet has recommended that the land identified for housing development, south of West Manley Lane, Tiverton be removed
The recommendation was made at a meeting of the Cabinet on 14 June 2018.
As part of the Tiverton Eastern Urban Extension Adopted Masterplan Supplementary Planning Document an area of land to the east of the town is identified for the development of up to 2000 new homes, employment and new neighbourhood centre. This development is known as the Tiverton EUE.
Initially, as part of the planning document, an area of land south of West Manley Lane was identified for the development of up to 15 new homes, in three housing development clusters. However, the council’s Cabinet looked to amend this proposal at the request of the public and a public consultation event was held from February to April this year to gauge the public’s opinion.
Following overwhelming support to remove the housing land, the Cabinet resolved at its meeting that the Adopted Masterplan SPD be amended to remove the housing clusters and that the revised Tiverton EUE Masterplan SPD be adopted.
Cabinet Member for Planning and Economic Regeneration, Cllr Richard Chesterton, said: “As a Council we have a duty to provide affordable and quality housing but we are also here to represent the views of our residents. Our consultation showed that the community were overwhelmingly in favour of removing these three housing clusters and protecting the area south of West Manley Lane, that is what we are now planning to do. The Tiverton EUE is much needed for the future prosperity of the town but within our planning policies we also want to support the views of our constituents.”
This recommendation from Cabinet will now be taken to a meeting of the full Council due to take place on 27 June 2018.

Mid Devon District Council is seeking views from the public on the removal of three housing clusters south of West Manley Lane identified in the Adopted Masterplan Supplementary Planning Document (SPD), of the Tiverton Eastern Urban Extension (EUE).
A Public Consultation Event is proposed between 22 February and 5 April 2018.
Council Planning Officers will be available at a public consultation event to answer queries from the public on Saturday, 10 March, in the Exe Room at Phoenix House between 9.30am and 12.00pm.
The lead Tiverton EUE Officer will also be available for drop in sessions to answer any questions on the following dates:
- 15 March (Main reception, Phoenix House) 9.00am to 12.00pm
- 21 March (Main reception, Phoenix House) 2.00pm to 6.00pm
A summary of the presentation boards will be available throughout the six week period in the main reception at Phoenix House, Tiverton.

An area of land, 153ha in size to the east of Tiverton is allocated for development. A Masterplan, the Tiverton EUE Masterplan SPD, was adopted in 2014 and makes reference to three housing clusters South of West Manley Lane. The Council is seeking to amend the Adopted Masterplan SPD to remove the three land parcels and welcomes comments from the public on their removal. It’s noted that the consultation event relates specifically to the removal of the three housing clusters. It will not address any other issues associated with the Tiverton EUE.
Councillor Richard Chesterton, Cabinet Member for Planning and Economic Development, said:
“This consultation event provides a great opportunity for interested individuals, groups and organisations to make their comments known regarding the three housing clusters identified South of West Manley Lane within the Adopted Masterplan SPD. It’s an opportunity to influence whether this part of the Tiverton Eastern Urban Extension should be green infrastructure rather than developed for housing.’’
