Response to press article regarding planned improvements to J28 of the M5

Mid Devon District Council wishes to respond to the DevonLive – A new junction is in the pipeline for the M5 in Devon… article published 7 November 2017, concerning planned improvements to junction 28.

The content and illustrations included within the press article are highly misleading and do not reflect the plans as submitted or the intent for the future of Cullompton.

A comprehensive package of highway infrastructure improvement measures for Cullompton is proposed within the Local Plan Review which are intended to improve air quality and the environment in Cullompton town centre though the provision of a relief road and increase capacity at the motorway junction. It will also enable proposals for the growth of Cullompton including badly needed new homes and new business floorspace. The Local Plan Review was submitted to the Planning Inspectorate for examination in March 2017 together with supporting documents and evidence. This included an indicative layout plan showing a relief road, new motorway overbridge and new motorway junction providing south facing slip roads. It is to be regarded as providing one option of how such highway improvements could be achieved and is intended to demonstrate to the Inspector that technically, a design solution is possible. Further design work will be required in advance of public consultation on the proposals.

The Council’s £10 million bid for funding towards improvement of the motorway junction under the Housing Infrastructure Fund is for shorter term measures to increase traffic capacity at the junction.
