Latest on Mid Devon’s Local Plan

Following the options consultation earlier this year, our planning officers have been hard at work producing the final version of the Local Plan that will allocate land for development up to 2033. Various items of important evidence dealing with matters such as flooding and habitats have been completed and we had hoped to consider the new Local Plan at special Cabinet meetings in September. However, one very important piece of evidence, the Strategic Market Housing Assessment, or SHMA, needs further work to bring it into line with the latest Government guidance. This meant that we could not finalise housing figures in the Plan in time for the meetings planned for September so these have been re-scheduled.
Once extra work on the SHMA has been completed, the Local Plan will hopefully be considered at special Cabinet meetings in November and December, and at a meeting of full Council in December. This will then be followed by public consultation in January and February 2015, when you will get another chance to have your say. The Local Plan, together with any additional comments, will then be submitted to the Secretary of State, to be followed by a Local Plan Public Examination which will determine if the new Plan is sound.
Even though the full Local Plan could not be considered in September, Cabinet Members still wanted to indicate which overall strategy the Council preferred for the long-term development of the district. Therefore, at a meeting on 4 September it was decided that the new Plan should focus on Cullompton as the main area for growth, including an urban extension to the east of Junction 28 of the M5 motorway. Spreading development more evenly across the towns, or allocating a large area north of Willand, were not considered suitable options.
