Many residents will have received leaflets or may have been door knocked or telephoned by companies offering free insulation, free boilers or other energy efficiency measures. Most of these companies will be offering products through a scheme known as ECO Flex.

The council supports the ECO Flex scheme by setting the eligibility criteria for the grant. For instance, it sets the household income limit and other factors such as the age of the applicant, whether there are children under 16 living in the home, whether the applicant has a health condition that could be exacerbated by living in a cold home and what the Energy Performance Certificate of the property is. The criteria set out for companies is stated in the council’s Statement of Intent.

If you are approached by a company offering you a product, then you should be mindful of the council’s responsibilities in this scheme as follows:

Mid Devon District Council has not entered into any arrangement with any company or business to market or install heating and insulation measures via ECO Flex or any other scheme. The council does not guarantee work carried out and does not recommend or endorse any particular company or business to its residents.

The council therefore recommends that, as with any purchase, you consider whether or not it is the right product for your house. We also recommend that you familiarise yourself with your rights as a consumer when buying goods and services from doorstep traders – advice and publications are available from various bodies, including Devon, Somerset and Torbay Trading Standards and Citizens Advice. You may wish to obtain written quotations from other reputable businesses first. You will then be in the best position to decide whether to proceed.
