Consultation on revised Community Infrastructure Levy (CIL)

From Friday 13th June to Friday 11th July the Council is consulting on a revision to its Community Infrastructure Levy (CIL) charging schedule.

CIL is a way of collecting contributions from local developments, with the money raised from the levy used to fund infrastructure, like roads and schools.  The Council has an existing charging schedule but decided in May 2014 that this would no longer be implemented as the level of funding to be raised would mean that mean the Council would struggle to raise sufficient money for the necessary infrastructure on strategic-sized sites.  Instead, the Council has started to revise the schedule, as there is new evidence to support additional charging against certain forms of development.

It is proposed that a charge will be levied against new housing and large format retail development, such as supermarkets.  A range of levy charges are proposed for residential development, from between £40 to £100 per square metre.  The Council proposes a charge of £100 per square metre for large retail – such a charge was not permitted when the existing charging schedule was drawn up.  A meaningful proportion from the levy will also go to town and parish councils.

Some residential development, including self-build housing and affordable housing are exempt from paying the charge.  A number of strategic sites are also proposed to be exempt from paying a levy, with payments for infrastructure proposed to be collected via other means.

A further consultation on the revised CIL charging schedule will take place in the autumn, and will be held alongside a consultation on the new Local Plan for the district.

Notes to Editor

The implementation of CIL is being undertaken across England and Wales and will largely replace the current Section 106 contributions system.  Money collected through CIL will be available to spend on any form of infrastructure in any part of Mid Devon.
